Help us verifyWhat does this status mean?
Explicit reversal, contradictory action, or a completed term with no meaningful delivery. Do not mark an active-term promise broken solely for inaction.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“300 units of electricity will be given free to every household, accounted for so that even higher-consumption households benefit, helping poor and middle-class families save each month against inflation.”
Our Assessment
This flagship guarantee was not delivered, and the government moved backwards on the existing scheme. No universal 300-units-free benefit was introduced; the state retained the 125-units-free scheme inherited from the previous BJP government and then rationalised it amid a severe financial crunch, excluding income-tax payers, government employees, MLAs, ministers and others, linking subsidy to ration and Aadhaar, and capping it to two meters per household. Domestic tariffs rose, and the subsidy for the 125-300 unit slab was withdrawn, then restored after backlash. Only the poorest one lakh families receive up to 300 units free. The Chief Minister told the Assembly in August 2025 that 300 free units remained merely under consideration subject to economic viability. Marked broken: the specific promise was not met, and the pre-existing benefit was narrowed. Budget: the 125-unit subsidy is funded and reimbursed to HPSEBL; no budget allocation exists for a universal 300-unit benefit.
