What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will incentivise public transport shuttles from the nearest bus sta-tions to the major religious centres of Goa to ease travel for devotees.”
Our Assessment
Partial. The promise requires incentivised or otherwise supported public-transport shuttles linking nearby bus stations with Goa's major religious destinations. For the 18th Exposition of St. Francis Xavier in 2024, Kadamba Transport Corporation specially ordered 30 buses and operated them as shuttles between Panaji, Margao, Vasco and Old Goa to facilitate travel by pilgrims and visitors. This is direct post-election delivery of public shuttle transport to a major religious centre. However, the service was connected to a specific periodic religious event. No approved evidence confirms a permanent or recurring network from nearby bus stations to multiple major temples, churches and other religious centres throughout Goa, or a continuing incentive scheme for public-transport operators. Status partial.
